Tier 1 to be abolished ?

According to the latest new available from ukba , UK is now limiting the number of Tier-1 visas to 1000 from April 2011. The number of people under  Tier 2 (General) visa will be capped at 20,700,and they will be able to stay in the UK for a maximum of 5 years ( provided their yearly salary is atleast 40K GBP)

This seems like moving to a visa/immigration system like one in the US.

The number of visa applications is going to rise in the next few month for sure.

Haven't they proposed to shut off Tier 1 from April 2011??
